Apple roll out the first iOS 12.4 Beta to Apple Developers, includes support of upcoming Apple credit card.
To download the Apple iOS 12.4 Beta you need to be a registered developer with valid configuration profile. If your phone have already a beta iOS 12.3 version, it will be update overnight.
You can also update your iOS device by launching the Settings app, select "General," then "Software Update." Tap "Download and Install," then follow the on-screen prompts.
